Pastoral Letter on the Coming Elections on May 13, 2013

Dear Brothers and Sisters,

            As your bishop, I would like to give you some guidance for this coming elections.

            Before anything else, let me explain that the Church has a duty and right to give moral guidance to the faithful regarding politics and elections. The Church has a right to teach morality with regard to any human activity. It is the duty and right of the Church to provide moral guidance to her faithful regarding their public and private life. "Man cannot be separated from God nor politics from morality or the law of God."

            Besides, in a democracy, any group has a right to participate in society and political life, basing itself on its ideas about man and the common good, provided it uses legitimate means. If those who do not believe in God have a right to participate in political life, why not individual believers and religious bodies?

            The over-all guidance I am giving you is this: Vote according to your conscience and do not sell your vote.

            But what is conscience?  It is a judgment of the intellect which tells us whether the act which is to be done, here and now, is good or evil. Everyone is obliged to follow his conscience whether it commands or forbids an action. But let us not forget that everyone is obliged to make serious efforts in order to possess a true or correct conscience. For a Catholic, a true or correct conscience is one that is in accord with the moral teaching of the Catholic Church. "Conscience is not something that allows us to justify whatever we want, nor is it a mere "feeling" about what we should do or not do."

            Basing myself on the moral teaching of the Church, I am presenting to you the guidance below:

  1. Good qualities that a candidate should have:
    1. He/She is "maka-Diyos"
    2. He/She is "maka-Bayan"
    3. He/She is "maka-Tao"
    4. He/She is competent for the office he/she is aspiring for.
    5. He/She is upright in his/her personal and public life.
    6. He/She is honest, not corrupt.
    7. He/She promotes justice
    8. He/She is pro-poor.
    9. He/She is pro-environment
    10. He/She promotes and defends the Catholic moral teaching, for example, by going against laws and bills that promote divorce, euthanasia, abortion, contraception (Reproductive Health Law), same sex marriage, etc.
  2. Five Commandments
    1. Do not vote for a candidate who is corrupt.
    2. Do not vote for a candidate who is not competent for the office he/she aspires for.
    3. Do not vote for a candidate who uses guns, gold, and goons to win the election.
    4. Do not vote for a candidate who is immoral in his/her personal and public life.
    5. Do not vote for a candidate who promotes and votes for bills that are against the moral teaching of the Church, for example, the RH law and the bills that promote divorce, euthanasia, abortion, contraception, same sex marriage, etc.

            My dear brothers and sisters, it is for you to apply these guidelines in choosing whom to vote for these coming elections. Know well the qualifications of the candidates. Through the intercession of Our Lady of Antipolo, ask God to help you choose the right candidate.

SULAT PASTORAL PARA SA DARATING NA HALALAN SA MAYO 13, 2013

Mga minamahal na kapatid kay Kristo,

            Bilang inyong Obispo, nais kong magbigay ng ilang gabay para sa darating ng halalan.

            Bago ang ano pa man, nais kong ipaliwanag na ang ating Simbahan ay may pananagutan at karapatan na magbigay-gabay sa larangan ng moralidad ukol sa politika at halalan. Ang moralidad ay tungkol sa kung ano ang naaayon o hindi naaayon sa batas ng Diyos. Ang simbahan ay may karapatang magturo ng moralidad ukol sa mga gawain ng tao. Pananagutan at karapatan ng Simbahan na magbigay-gabay sa usaping moral sa kanyang mga mananampalataya ukol sa kanilang pribado at pampublikong buhay, kasama ang politika at halalan. "Ang tao ay hindi maaaring ihiwalay sa Diyos, kaya’t ang politika ay hindi rin maaring ihiwalay sa moralidad o batas ng Diyos."

            Hindi rin natin maikakaila na sa isang demokrasya, anumang samahan ay may karapatang makibahagi sa buhay panlipunan at politikal, batay na din  sa kanyang panukala tungkol sa tao at sa ikabubuti ng lahat  o common good,  sa pasubaling ito ay naaayon sa batas. Kung ang mga hindi naniniwala sa Diyos ay may karapatang makibahagi sa buhay politikal, bakit hindi ang mga tao at samahan na sumasampalataya sa Diyos?

            Ang pangkalahatang gabay na nais kong ibigay ay ito: Bumoto tayo ayon sa ating konsyensya at huwag nating ipagbibili ang ating boto.

            Subalit ano ba ang konsyensya? Ito ay paghahatol ng ating kaisipan na nagsasabi sa atin kung ang ating gagawin, ngayon at dito, ay mabuti o masama. Ang lahat ay may pananagutan na sundin ang kanyang konsyensya, kung iniuutos o ipinagbabawal man nito ang isang gawain. Subalit hindi natin dapat kalimutan na ang lahat ay dapat magsagawa ng isang seryosong pagsisisikap upang magkaroon ng isang totoo at tamang pagpapasya ng konsyensya. Sa atin na mga Katoliko, ang isang totoo at tamang konsyensya ay iyong naaayon sa itinuturong moral ng Simbahang Katolika. "Ang konsyensya ay hindi isang bagay na hinahayaan tayo na bigyang katuwiran ang anumang ating naiisin. Ni hindi ito isang "damdamin" lamang ukol sa kung ano ang ating dapat o di dapat gawin."

            Batay sa katuruang moral ng ating Simbahan, nais kong ipahayag sa inyo ang mga sumusunod na alituntunin:

  1. Ang mabubuting katangian na dapat taglayin ng isang kandidato:
    1. Siya ay dapat "maka-Diyos
    2. Siya ay dapat "maka-Bayan"
    3. Siya ay dapat "maka-Tao"
    4. Siya ay dapat mayroong sapat na kakayahan sa tungkuling kanyang tinatabkuhan.
    5. Siya ay dapat matuwid sa kanyang pribado at pampublikong buhay (private and public life).
    6. Siya ay dapat na isang taong tapat at hindi tiwali o korap.
    7. Siya ay dapat nagtataguyod ng katarungan.
    8. Siya ay  dapat "maka-mahirap."
    9. Siya ay dapat "maka-kalikasan."
    10. Siya ay dapat na nagpapalaganap at nagtatanggol ng mga katuruaang moral ng Simbahan, halimbawa, sa pamamagitan ng pagtutol sa mga batas at panukala na nagtutulak sa diborsyo, "euthanasia," aborsyon, kontrasepsyon (Reproductive Health Law), at same sex marriage o pagpapakasal ng parehong babae o lalaki, at iba pa.
  2. Ang Limang Utos sa Pagboto:
    1. Huwag mong iboboto ang kandidatong tiwali o corrupt.
    2. Huwag mong iboboto ang kandidatong walang sapat na kakayanan sa tungkuling kanyang tinatakbuhan.
    3. Huwag mong iboboto ang kandidatong gumagamit ng guns, gold and goons para manalo sa eleksyon.
    4. Huwag mong iboboto ang kandidatong imoral sa kanyang pansarili o pampublikong buhay.
    5. Huwag mong iboboto ang kandidatong nagpapalaganap at bumoto sa mga panukalang-batas na laban sa sa mga turong moral ng ating Simbahan, halimbawa, ang RH law at mga panukalang-batas na nagsusulong sa diborsyo, euthanasia, aborsyon, kontrasepsyon, same sex marriage, at iba pa.

            Mga minamahal kong kapatid, marapat lamang na sundin natin ang mga panuntunang ito sa ating pagpili kung sino ang ating mga iboboto sa darating na halalan. Alamin nating mabuti ang mga katangian ng mga kandidato. Sa pamamagitan ng Mahal na Birhen ng Antipolo, hingin natin ang tulong ng Diyos na mapili natin ang mga tamang kandidato.

12th National PREX Convention on April 27, 28 & 29, 2012 at the Ynares Center, Antipolo City

Around 6,000 participants are expected to join the nationwide convention of Parish Renewal Experience (PREX) at Ynares Center in Antipolo, Rizal this coming April 27-29.

Themed "Called to Proclaim the Gospel of Life" the biennial convention will focus on Blessed John Paul II encyclical "Evangelium Vitae", which affirms the value of human life and its inviolability.

Main speakers are Antipolo Bishop Gabriel Reyes, Manila Auxiliary Bishop Broderick Pabillo, Pasig Bishop Mylo Vergara, San Fernando Auxiliary Bishop Pablo Virgilio David, Fr. Melvin Castro, executive secretary of the CBCP Episcopal Commission on Family and Life; Fr. Ramon Ramos of the Passionist Missionaries and Msgr. Jesus Romulo Rañada, NAPPS Spiritual Director.

TUGON Nominated as Finalist for Best Local Community Parish Newsletter in the 33rd Catholic Mass Media Awards 2011

The Parish of the Immaculate Heart of Mary’s (PIHM) official newsletter, TUGON, was nominated once more as a finalist for Best Local Community Parish Newsletter in the 33rd Catholic Mass Media Awards for 2011. The other finalists were the Windhover (Philippine Jesuit Magazine) and Balikbayan Magazine (published by Asian Journal Publications) and Windhover was announced as the winner last October 19,2011.

Pro-Life Advocacy: Its Urgency in Our Present Society

My talk will not be long.  In this talk I will focus on why it is urgent that we work hard so that the House Bill 4244 or the so called Reproductive Health Bill will not be passed by Congress and the Senate.  I will also explain and refute the ideas on which those who are in favor of the HB 4244 base themselves.

Before anything else I would like to remind ourselves of the broader or complete meaning of pro-life advocacy.  We should defend and promote life from the womb to the tomb in all stages of life.  Here I would like to quote lengthily from the encyclical letter of Blessed John Paul II, “Evangelium Vitae, the Gospel of Life, No. 3”

“Every individual, precisely by reason of the mystery of the Word of God who was made flesh (cf. Jn 1:14), is entrusted to the maternal care of the Church. Therefore every threat to human dignity and life must necessarily be felt in the Church's very heart; it cannot but affect her at the core of her faith in the Redemptive Incarnation of the Son of God, and engage her in her mission of proclaiming the Gospel of life in all the world and to every creature (cf. Mk 16:15).
